HACM completed Victory Manor, a 60-unit veteran’s preference housing development at Westlawn Gardens, in December 2019. On-site supportive services are provided through partnerships with the Center for Veterans Issues and other community organizations. Services include case management, counseling (alcohol and other drug abuse, life skills and mental health), education, training and employment assistance, benefits assistance, temporary financial assistance, peer-to-peer counseling, referrals, and on-site recreational activities to compliment the services available at the Silver Spring Neighborhood Center.

Victory Manor is certified as LEED v4 for Homes – Gold by the U.S. Green Building Council. Phase One of Westlawn Gardens is designed to meet LEED v4 for Neighborhood Development, so Victory Manor contributes to the overall LEED v4 for Neighborhood Development for Westlawn Gardens. To meet LEED v4 for Homes – Gold, Victory Manor implemented many sustainable design strategies including Volatile Organic Compounds limits for all interior finish materials, energy efficient HVAC equipment and lighting with daylight controls, and low-flow plumbing fixtures to conserve the amount of water used throughout the building as well as using high insulation values and energy efficient windows on the building envelope.
